I passed the curb idle,but blew like 9x over on the CO on the dyno test.
So the guy at the garage tells me "just go get a PO box in the next town over where they're exempt,and register it under that and change your licence to that."
I did just that..go over and get myself a PO box and waltz into the DMV and say I need to change my address. I give the lady my new 'address' and she says 'ok,where do you live?' and I say "well,that's my address...that's all I have." and she says "well,you need a physical address,you can't live in a PO box" so then I said "you'd be surprised how cozy it is" and then she sent me away. lol
We have a 50 acre lot in the same township as the town I got that PO box in,so I am going to register everything under that property's address and get a PO box in the town there and THEN...hopefully,I've made it through the loop hole this time!

Ok,well my parents just gave me the legal address for our 50 acre lote,but I still require the town and postal code,but I can still use the PO box that I got as my mailing address. As long as I can go to the post office and find out the correct postal code for our property,that truck will have plates on it by the end of the day.
I don't get what the heck is wrong with your truck? Emissions is mainly telling you that there is something causing you to have an incomplete burn, lean/rich etc...
maybe because the belt wasn't connected for the air pump,hahaha.
And two of the air injection pipes from the carb to the exhaust are missing,as are 2 vacuum lines from the charcoal canister.

I was able to change my address today,and got everything legally changed over to our 50 acre lot address and I got the truck plated with no e-test. Now all my vehicles are emissions exempt because of where they are registered.

Yeah,and now I can finally use that $400 in a box called a Weber carb I've had sitting around since the summer.
