Dude, you need to get a lawyer, and I know in Mo that you have to file proper paperwork with the authorities to reposess a car. I know, I did it for a little while. Fuck him. If he sells the car at the auction, everyday for the next month, throw a brick through a car on his lot, small enough not to meet deductible, enough to cost out of his fucking pocket. Seriously, get a lawyer tomorrow morning first thing, or say goodbye to your accord. Obviously he is not taking your 1100 dollar offer, and you arent going to shit 1600 in 9 days, so get a lawyer.

is there another BH/PH near you that would buy the car for you? A lot of times dealers buy cars from each other. If someone called and said I need a honda that this kid wants to soup up, he may sell it to them for like 1500, and you can get it from them by paying 3000 over a year or 2. Just a thought.
