k...so trying to speed up..it takes a very long time...i can barely make it up the smallest hill because it starts to stutter and i guess you would call it misfire almost like im in the wrong gear...and it even does this just trying to get to highway speed.
all signs point to spark plugs. went and bought new plugs, cap, rotor, and air filter....nothing changed...
one of my friends has a compression checker...so we gonna do that...
i also gonna change oil and fuel filters...

ya i realize that lol...but when i cant even make it up a tiny hill it gets to be a problem....or on the free way when im trying to go the speed limit...and it starts sputtering up a little hill so i have to move to the shoulder....it kinda sux

My 83 was actually quite peppy. It felt, and probably was faster than any B2200 I ever had. I was really impressed with the 2.0's performance. I also had a straight pipe on it...no cats,no muffler...it was loud as hell, but with no restriction it sure went pretty good.
Just sounds like you're having distributor issues. Change that, a new set of wires and plugs and your problems should be solved.
My Accord is doing the same thing and it's just the distributor causing the hesitation and sputtering.

already did the new wires and plugs....going to get compression check this week....
but could it be the distributor itself???

CHECK THE DIZZY CAP!
When we replaced the headgasket on mine, after it was all said and done. I had the same problem, sure enough after $50 in a tune up, it did the same thing. So $5 later in a new cap boom ran like a champ, Make sure your dizzy doesn't have any free play in it.
