The president can't just say "Here's 20 Billion dollars, Give the money to who ever needs it in MS, LA, TX and other states" Congress has to vote on everything and all that shit. So, I am blaming Bush's cabinet and board of directors more than the president himself for not getting to the people faster and effectively. I may be wrong, but that is how i see it at the moment.
