smoothing a 2000 GMC/Chevy rear bumper

Ok guys I was wondering if anybody has any suggestions, or ideas about going about smoothing out a chevy rear bumper. Do Iremove the plastic trims and the weld up all the holes and pull the bumper closer to the body? Make filler pieces that are similar shape to the plastic? Any info would be very helpful.
