Ive got an issue of mini-trucking with that truck in it somewhere around here. Its got to be the same truck!!

Thats what I'm saying, I would be content with welding a metal valance and the bumper together and then smoothing it out, but I thought it was plastic

if its metal show me where to get it, because everyone ive asked said the 4runner valance is plastic only. even from the dealer

I've got two '90 4runners with metal valances. I'll try to get a pic. (my camera was stolen so I got to borrow one)

yeah a 90 4runner bumper is the same as a regular pickup bumper...but the bumper in question is that 92-newer 4runner bumper with the different shaped turn signals.. the valances for that style are plastic

my 2wd valance is metal... but my 4runner is plastik... wish it was metal... but ohwell..

Just weld up the bumper, cut the valance, done.
