Removing Cowl Cover?

Does anyone know how you take off the cover that the windsheild wipers go through? I want to paint my truck flat-black, but if I can't get that off, there will be red showing underneath the grills. I'm also thinking of just shaving off the grills, so it will be smooth. Oh yeah, it's a 1994
