found a weber carb but have questions ..

cheap- and i have a couple questions prior to layin down some cash for it ..
1) what parts are suposed to be with the weber when you buy em new ?
2) what if any parts would i need that aren't included in said package from new?
3) granted this is a USED one - so should i consider rebuilding it prior to getting it installed?
