^^^^To be honest, I wouldn't try it.......Photographs have a tendency to fade rather fast when exposed to sunlight (UV rays)
Also, Most photographs have such a very slick and shiny surface (wich will keep the clear from "saturating" the paper) and also will most likely cause a de-lam problem later on down the road......
But to be honest you can burry just about anything in clear coat (less than a couple mills. thick) but depending on the material your trying to burry you will almost always risk a fade out or de-lam problem....
If your going to experiment with different things, I recommend trying it out on a test panel first,...and I would leave the panel outside, fully exposed to the elements (making sure there will be no fading, shrikning, or de-lamination problems) before trying anything on a customers ride

so once the bills are soaked in clear can they be put straight on top of basecoat or should the panel be cleared, sanded then the bills applied and cleared over? Nice airbrushing.
^^^^they can be placed directly over base coat, but becareful because the clear will soften the base and could smudge or smear(sp?) the base coat (wich would suck ) ......I would recomend at least an intercoat clear to give the base alittle protection befoer applying the bill.
To be honest,......there's alot less of a chance of accidently messing something up if you just clear the panel, sand and then apply the bills.
either way will work just fine though.........
