Paint Steps

can anyone tell me the proper steps to take from start to finish on painting like when to sand with what grit mixing paint and when to wet sand and so on. I just wanted to try my hand at painting something small like a roll pan to see how well i could do. Kind of odd post but any help would be appreciated. Thanks Guys
