To the original poster, from a logical (and legal) standpoint the correct vin has to be on the dash. If its not I would certainly expect to be questioned like he was. I dont really see a problem with the cops behavior from what you described too. It would have been nice if the cop would have been nicer once he heard the story or realized your bro was trying to be helpful. But thats the way it goes.
that being said, I used to get pulled all the time. So many stories I cant even begin to tell you. I only ended up with 3 tickets after 13yrs of driving modified vehicles. The stories range from a cop pulling me over to tell me I had a nice truck (which IS ABUSE of athority!) to being pulled over for a headlight out, having the headlight beign smashed in for justification of being pulled over and then being pulled out of the drivers window and tossed ont he ground when I protested the destruction of my headlight (oh and btw, I drove away that nightwith a warning for a headlight out). I sat on the side of the road for 15 minutes all the way to two hours.Fact of the matter is now Im a bit older, a bit wiser, I hold my tongue better now, and I have a huge bald spot on the back of my head so I look older and I dont get yanked any more (knock on wood). I did get pulled over in 04 for making a right turn on a red light, ticket, court, thrown out. I know he wrote the ticket for his "performance review" or whatever it is being called.

Couldnt find any statute's but technically its constitutionally prohibited ... which of course like anything in life is a loop hole. I found some sites of some guys filing lawsuits against their departments for that reason. Non the less ... there's crooked cops here and there ... hope I dont run into any in my career.

i got pulled coming home from dropping my girl off at her house after picking her up from work she worked late so i was getting home around 3am and the cop asked me where i was where im going what i was doing in va (cuz i live 3miles from the border of va/nc) cuz i had nc plates so i told him step by step every thing i did that night he almost arested me for putting my registration back in the glove box after i asked him if it was okay that i do so then he tells me that the light on my license plate was out and gives me a warning and tells me not to drive in va that late at night so when i finnally got home i check the back of the car and found out that the truck i was driving had 2 license plate lights and they were both working. thats story one now on too the second.
my girl used to drive this beat to shit subaru hatchback. it looked like total shit beat in fender spraypainted with flames and ricer decals. so shes on the way home one night from the beach where she worked and noticed a car in the turn lane just devestated totally crushed in the front she said it had to be a head on collision and there was a cop right behind her that stopped at the accident scene so 3miles down the road she gets pulled over by 7cop cars and completely blocked in on the side of the road the cop comes to the window ask her if she know hit and run is a felony she says yeah and they state that a car fitting her description was seen leaving the scene of an accident she says it wasnt her and they let her go after they get her info so five more miles down the road she gets pulled again by 5 more cops and goes through the same exact shit when they asked if she knew hit a run was a felony she told em "no but the 7 cops that pulled me over 5 miles up the road do" so after a bunch of shit she gets to leave then she said 6 more miles down the road she sees an old toyota car with the front completely smashed in on the side of the road with steam shooting outa the radiator and some drunk dude stumbling around. funney eh?
