paint guys " sanding base coat ?"

this question is somewhat about orangepeel. is there any advantage to sanding out the base color befor appling the clear. I now you can get out orangepeel by sanding the clear and buffing. But I was wondering if you would beable to tell the difference if the base was smooth instead of textured.Thank you, Scott
