^^^ its very sad no doubt. but why is a 10 year old boy riding his bike down a 4 lane highway at 7:30 at night? if it was in the summer and daylight i would say okay but not at night.

^^^ thats true just hard to belive that there may be no charges cause like they said there are rules for them while driveing like that and he didnt seem to be doing them.
i see cops here doing this shit all the time.i followed one home one morning i bet he was going 70 in a 55 he lives right down the street and he was just heading home.beside this point but sometimes i think the figure they dont have to follow the rules when if that was me i whould be locked up right now regardless of my story!
