Gauge cluster not working at all help?

Recently bought a 94 toyota pickup its bagged and body dropped and the interior is in pieces and im trying to put it back together.

this is my daily driver right now and im trying to get this problem fixed none of the gauges work they are all hooked and wired up. Anyone know of any other problems that may not make the cluster work?

well ive checked most of the fuses and they all seem to be goo but the fuse boxes are all under the dash now and i have no idea what fuse is what

just a wild guess..but is the cluster to be grounded?

not sure what you mean by to be grounded. Does anyone have a diagram of what fuse is what in the fuse boxes i have no lids or anything
