urethanes over lacquer

i need to know what to use to put over lacquer primer in order to use urethane paint over it...
the situation.. acrylic lacquer primered vehicle, i thought to use a HOK kosealer which is catalyzed over it and then use my HOK urethanes on top of the kosealer...
I hear i'd had to sand everything off and then use an epoxy primer instead. I'd heard using a kosealer over the lacquer primer was not a good idea at all.....
but i also know theirs alot of custom painters on this board and i'd like some upfront information.. i know you can use something over lacquer paints in order to spray urethanes....any help would be appreciated....
