relocating fender wells

i have a 99 bagged s10 on 18s with a 225/40 tire.i need to know if its possible to cut out my front fenders and move them up about 3 to 4 inches so ill be able to lay out. also, how hard would it be to push my gas tank up without buying a new crossmemeber. is it possibel to just cut the exicting one? any help is well appreciated.
