Dropping a Camry

I need to lower my wifes 93 Camry. I would put it on air but it's our daily driver and VA is strict on inspections. The question is can I get lowering springs that go on the stock struts or do I have to get lowering struts? I found some lowering springs on ebay but it doesn't say if they are for a car with struts. Thanks in advance
