Check the neutral safety switch. Mine went bad and I wasn't getting any power when I turned the key either.

But it sounds like Chris may have a bad battery if it's not charging to 12-13V. Maybe it froze over the winter and cell cracked so it won't hold a full charge? I've had similar issues with another vehicle.

Well havent had a chance to fuck with it yet but i have another weird problem.

Everytime i hit the brakes my corner lights light up. Im pretty sure it didnt do this before i put the new engine in so i get to sort that out also since its pretty ridiculous looking imo.

New battery tonight. Gonna have to make a new tray for it but the truck is alive! Think imma drive it to work tomorrow and see how it does!

Now just gotta figure out the light issue.

When i step on the brakes the corner lights come on and my dash lights light up lol. Fucking wiring i swear...

Hey at least you solved one of the problems. One thing at a time.

My mazda had the same problem with the corner lights turning on with the brake lights. Its common for the bulbs to short out. Start by checking the brake light bulbs to make sure they are both dual filament bulbs and make sure one of the filaments isn't touching the other causing a short to ground.

You have one or maybe 2 dead cells, You'll burn up your alternator trying to charge your battery like that.

EDIT: I didn't see where you replaced the battery; overlooked that. Sorry for the post.
