Wont idle right....help!!!

I just installed my rebuilt motor and now it wont idle correct. When the motor is cold it wants to idle high, when you try and "kick it down" it comes down but slowly dies. Once the motor is warm it idles high and when you kick it down it will come down but then slowly go back up. Al stock motor on the outside, bored 40 over and head and block decked. I have messed with everything I know and cant seem to make it any better........Any help would be great and thanks in advance.

I had a simular issue with my old mazda and i was told by a mech that its the internals of the carb. but i could be mistaken.
