What is the best way to tell if my adapter plates need to be sanded,I sprayed starter fluid around the base of weber carb but no rise in speed

I would say if it passed that test it's probably ok.
it's a good practice to sand it so the next time you have it apart go ahead and do it then.
are you having problems with dieseling at idle?
