Its called a bump stop. If you cut it off, you won't bottom out on it. You will just bottom out on other stuff.

yeah i figured thats what it was but there is another one further up towards the top of the a arm is that really the only way to stop the bottoming out?

Get drop spindles or drop arms, and raise the torsions back up.
