how exactly do i weld these, do i angle them up? and if so how much, and i will be using stock arms and spindles with 16 inch z71s with 205 40 series tires

It really depends on your setup....what control arms and spindles you use.... and your tire size....
On the ones I have done I have angled them up so when the bag is deflated it sits just right.
