noise maker

I was just reading a post about someone wanting the blow off sound coming out of their truck and it got me to thinking about something, i remember a while back on our local news they showed this thing you cram in your tail pipe and it whistles really loud and it got banned in california because it was pissing people off, and i was wondering if anyone else knew about this and where to get one because isn't pissing people off what we are all about
