Ignition switch or combination switch?
IF its the ignition switch no biggie. There is a single screw that holds it in on the back and it will pull out of the lock cylinder. Then, disconnect battery and cut the wires on the back of it as close as possible to the switch.
If its the COMBO switch which is the assembly for the blinkers, wipers, etc. Then yes, the steering wheel needs to be pulled. THEN, disconnect any wiring to the switch, and loosen the screw behind it that holds it to the column.
It'll be just like a hose clamp... After, the clamp part should be loose and the 2 plastic tabs should be loose. Just shimmy the assembly left and right and break it free if its a little seized up. After, it should just pull right off with no hassle!
When reconnecting it, make sure that the ring in the front that has 2 points on it aligns with the holes in the wheel or you could break it! I went a long time manually turning my turn signal on and off! LOL!
