lowering a 94' C1500

Guys, I have a buddy that's looking to static drop a 94' C1500 Mach 3. It's currently at stock heighth, untouched, but he's looking to put 22's or 24's on it and is wanting to lower it so that there's no more than a couple inches between the fender and the tire. Can you guys suggest what kit he should purchase to drop it, maybe a JDM kit? I've been told that lowering this model C1500 is a pain, is that true?
