ok, problem with bagged FS

I got a 90 FS, I just got done doing the front, so I thought.
 
I cut the pocket big enough, made my tie rod notches, put the bag in and lay'd it out, and it ain't laying out. I am still like 1-2 inches off the ground, and I have stock arms and 2 inch spindles.
 
The bag still has play in it.
 
The cups are SuicideDoors cups and people say they don't have to be cut, which I wouldn't see that doing anything, cuz there's still play.
 
What else could be causing this to be happening?

all depends on wheel / tire size.. 22's your lower arm is hittin the frame, and im assuming its 22's cus u said u notched for tierods

yeah, you have to notch for tie rods for 20's to though, but sounds like 22's

right now, I have 15x10s with 275-60 tires. They measure 27 inchs, same as a 255-35-20. I am planning on running either 255-35-20 or a 255-30-22. I notched for tie rods. They aren't hitting, and I notched for the arms on the bottom.  Could it be due to weigh. All it is, is a bre frame. I have the body off of it and there is no motor or tranny. I also thought about bal joints. I am going to use Moog balljoints, cuz I heard they have more travel, but I was also told I can lay with ALL stock stuff except spindles on a 27 inch tire. Also, I heard that de-humping the lower i only required if you are running anything bigger than a 28 inch tire. My bag still has play and isn't hitting anywhere. Probably still an inch or so from the bag being fully compressed.

weight can be an issue. put a few hundred lbs on the frame and see it if lays. i mentioned de-humpin b/c i have had to with a 265/35/22...which is i think 29". it layed no problem w/ 2 inch spindles,dehumped lowers and factory bj's and bj angles.

even still a 255-30-22 is 28 inchs and a 255-35-20 is only 27. You say it's just a bare frame, so I could see where weight could be an issue. I mean whats the cab, motor and tranny weigh? I'd guess a good 1000-1500 pounds. What does it do if you bounce on the front crossmember?
