I just use a hole saw for mine and then deburr the hole afterwards.

I find holesaws get sloppy after a while and then the die doesn't fit in the holes properly, and I have gotten inconsistent dimples that way. So I use a drill for my 3/4" and 1" dies. Well, a UniBit. For my 1.5" through 2.5" dies I use a Blair Holcutter.
