whats up, does the vacuum line to the egr valve have vacuum all the time or only at certian times? and that hose goes to a solniod, how can u tell if that is going bad? thanx for the help?
its on a 89 b2200 carb

Yes, it is controlled by a solenoid which turns on and off vacuum to the EGR valve, the wires going to the egr are the pintle position sensor which tells the computer how far open it is.
