if i go with a behind or on top of axle setup would i still have to 4 link?
It wouldnt be a bad idea.
With an on-top-of-the-axle setup, you can get away with a monoleaf, because the bag is balanced on top of the axle tube. With behind-the-axle brackets, the bag puts leverage on the back of the axle, which will make the axle twist when the bag lifts. The link setup will hold the axle solid to prevent this from happening, so you DEFINITELY want to run a link.
Of course, I'd highly recommend a link with either bracket setup, because it will ride better, feel more controlled, and generally make your life better!

whers ia good place to get a mono leaf
a monoleaf is just removing all but one or sometimes two of your stock leaf springs... but again a 4 link is the best choice
what about bags on the axle with a "two link"?, ive seen something like this were there were only 2 square link bars bolted to the axle with u-bolts
If your going to 2 link, its better off to just put the bags on the side of the frame as a bag works better under leverage versus lifting yoru frame straight up off teh axle. You'll get a lot mroe lift that way too.
