baggin a crown vic

Im really confused on what brakets i need for my bags in the rear. I just wanted to do an above axle kit but my spring cup ( its just a flatned area on the axle) is right there.

So what would be the easiest way to mount my bags, its coils springs so i figued i could just put the bag where the spring used to be.

Any help or suggestions would be greatly appreciated.
