pulled over for having a rollpan (orlando)

not sure of the different state laws but in SoCal I've heard of alot of BS tickets but never a roll pan ticket???? Up until a few years ago the rear step bumber was an option on new trucks they didnt even come from the factory with a bumper or roll pan just a open space.
A friend used to have a bumper sticker that read:
CONVICTED FELON, MINI TRUCKIN IN THE FIRST DEGREE

florida does have a bumper law....
