Steering wheel help needed

The current theme for my truck is a pirate ship so we've come to the part of trying to make a boat style steering wheel with the little knobs on the outside. does anyone have any ideas of how I can do this or does anyone know who can do this for a nominal fee.

Any help would be greatly appreciated.

Right now thats the key to making this thing complete so money aint an issue but i'm no sucker I know how much it should cost to get done, i just need some one to do it.

Thats exactly what I'm looking for. Do you know if it can actually be functional on a truck? Cus I gotta mob this thing to Reso.
