how do i hook up the electric choke is it 12v constant or should I hook it in with the starter power wire?

neither. You hook it up to 12v ACC, the one that is hot only when the key is on and off when the key is off. There is a wire from the original choke already there, you can trace it to a single connector on the back of the alternator, reuse it.

color varies by year, but it is a single 16ga wire in a white connector that attaches to a male spade on the back of the alternator. It will likely be the smallest wire on the alt.
