I just made one that was really simple. I used a heater blower motor from a 66 corvair to turn a threaded rod, which runs into a bolt hidden behind the plate. Regulated the voltage down to 6 volts, and ran it through a power window switch. Total cost about 3 bucks (most of it i had laying around). Works on the same principle as a screw type garage door opener. I know this is not the greatest for the long long term, because of the metal on metal contact, but it kept greased once or twice a year it should last a while, then to replace the rod after a while is one a few dollars.

I wouldn't see why it would be but I rarely even put mine up. About the only time I raise mine is if I see a cop.

I believe it is illegal in most states, or against a city law. Its illegal to park most vehicles on an improved/unimproved surface without current registration and tag (here in GA it is).
