Dakota fuel cell??

what all is necissary to run a fuel cell without the stock sending unit? I got a 00 R/T with a cell and a mallory pump, pressure regulator, return line and this bitch wont run, I dont want to put my stock sending unit into the cell and i dont give a @#$$ if the gas guage works...help!!!
