HELP 91mazda FI wont start

Hello, i'm looking for ideas on why my mazda wont start. It's Fuel injection, 5speed. the tank is in the bed.
here's the issue:
the fuel pump voltage flup flops back and forth and the pump doesnt charge the lines to the fuel rail.
any ideas on how to fix this? Has anyone had this problem?
