shaving taillights and molding rollpan...

i have an 02 silverado stepside..the bed is plastic and i want to shave the taillights and mold in the roll pan..my current roll pan is metal..so i need to konw if there is a way to bond metal and plastic together and what i would use to shave the taillights...thanks
