99 GMC bumper on 88-98 style trucks??

Can anyone explain how they modified the brackets to work, I have seen it done a hundred times with a Caddy front end just wondering if anyone could help explain it. Thanks

im in the process of doing this also. does anyone have more info. and btw the brackets are different
