b2000 motor trouble

ok im new to this truck....but on my motor the very bottom pully is very loose.. iv tightened it once before an now its loose again.what do i need to do?!?! an another thing when i cut the key off it still runs for a good 5 seconds..is that the timin off or something!?

any help would be appreciated
