Chevy Tahoe question

sorry if this is a lame question, but does anyone know if it's possible to get a 2005 Chevy Tahoe to lay frame on 22s front/rear w/out removing the emissions equipment? being that i'm in CA, this would be an important issue.

secondly, who could i see to have this type of thing done?
