cutting /sectioning gas tank?

please dont flame me, i tryed a search for this....
My brother has a dropped s10 blazer, and now the gas tank has a hole in it from draggin, and no, its not bagged yet.. hes gonna get a new one, and then have about 2in cut out of it(hes about to bag it) so it dosent lay below the frame anymore.. who can do it, around ATL/GA? any help would be appriciated!
