please help!!!!

my truck never wants custom parts, everytime im bout to do something it messes up and i have to fix that for the sake of reliability. my throttle still sticks and revs up when in neutral/clutch pressed. i have a weber, do i have to shorten my cable or what? the plate the cable sits on seems to stick as well, what can fix this other than some good ol lube?
