crank shaft turns in park

im building a 91 fullsize chevy.just put the motor and trans in..hooked the driveshaft to the trans..i put the trans in park and tryed to turn the crank bolt to take the dampner off so i can put on the pulley and the crank still turns...any suggestions as to why this happens?
