valve problem

my friend has an s10 that has been bagged for over a year now. the other day he started having a problem where when he tries to dump the passenger rear, it dumps a little, and fills automatically. we took the valves apart and the little spring in the valve was broken, so we got new ones and put them in. no luck, its doing the same thing. any ideas? thanks
