2 much psi behind the valve.

is it possible to have to much psi behind a valve that it can't open..or is it maybe there just isn't enough volts???n 3/8 in line. viair 380c/ 5 gallon tank. 190 psi. 99 chevy s10 front end. valves 3ft from the bags.
