dawg fenders (kinda)

Ok i was looking at my fenders the inner fender and there is a a caulking like substance coating at ther seams does anybody know what this stuff is and how to get it off. the reason i ask is cuz i wana take my fenders off to shave them and do some other stuff. so any inf o wood be helpful thanks
