How to flip your leaf springs

I just notched my truck and it wont go down any more. I thought maybe the leaf spring needs to be fliped, i relocated the air shocks, and i have four inch blocks but it wont go lower! Also, what the heck do u do with the brake houseing thingama bob on the back passasanger side. you know the one thats right in the way where ya had to notch?, we just welded it to the notch. now my brake wonta work!
