On my 91 xcab It stays on alllllllllll the time, except when the truck is off obviously...no flicker like it wants to go off or anything, just booming bright as can be, Where do i start? i was thinking a long while back my bro had a 91 silverado w abs that did the same after he locked up the tires and rearended someone..soo.. idk rear drums? You've probably done this already but can you pull up on the ebrake pedal and see if that turns it off, it's possible it's bent.
The pedal was already disconnected from my Toyota but on my ranger the light is controlled by a sensor that only goes off if the pedal has been pressed down to a certain extent.

mine did that one time when my brake fluid was low. i filled it up and the light turned off. then it did it again a while after that and i couldn't figure it out, so i disconnected the switch at the base of the brake lever under the dash. i don't need a light to know if my parking brake is pulled, because i usually jam my knee cap into it on accident, then push it back in.

Here is something to consider...if the emergency brake light is on all the time then try testing your alternator! Its something that Toyota installed on their trucks to let you know that the alternator is going bad. This past summer mine started to go bad & the emergency brake light stayed on till I installed a new alternator. Try that just to be sure!
