question bout my s10 ruff ride

i have a 91 s10 and it was lowered before i bought it and it ride really really rough i dunno if its because my low pro tires or what but when i looked under it in the rear it looked like the frame is sitting on the axle and the only this stoping them form touching is a rubber peice. could someone tell me how to get a beter ride out of that?
