hangy thing on the bottom of ford rangers.

What is that little flap of metal on the bottom of rangers? It hangs down, looking like it might cover the frame up? Just wondering because I don't see why people just don't cut it off.

Okay, sorry I couldn't find a picture, but it's on the sides and is where the frame should be.
